New Fugitive Methane Emissions Reporting Requirements – Effective 1 July 2025
Crown Technologies is committed to helping our clients navigate regulatory change, including the significant updates to methane emissions reporting under the National Greenhouse and Energy Reporting (NGER) Scheme.
From 1 July 2025, open-cut coal mines covered by the Safeguard Mechanism will no longer be permitted to use Method 1
(default emissions factors) to report fugitive methane emissions. Instead, these facilities will be required to transition to more precise measurement approaches, such as Method 2, which includes:

Why This Matters
These changes are designed to improve emissions transparency and ensure reporting accuracy for methane—a potent greenhouse gas. The new requirements will significantly impact operational planning, costing, and compliance for large-scale open-cut coal operations.
Facilities that produced more than 10 million tonnes of run-of-mine (ROM) coal in FY2023 will be the first required to comply.
